The Deutscher Akademischer Austauschdienst (DAAD) or the German Academic Exchange Service is the world’s largest German funding organization for international exchange opportunities of students and researchers. Overall, the DAAD has helped nearly 2 million students and scholars globally.
Consequently, its Helmut-Schmidt-Programme for Public Policy and Good Governance aims to prepare future leaders in politics, law, business, and administration in taking active roles for the further social and economic development in their countries of origin.
Under the programme, scholarship holders will be awarded and funded master’s degrees at participating German higher education institutions. Furthermore, support for study periods abroad, work placements, career opportunities, and involvement in networking events are made possible.
The following higher education institutions and master’s degree courses will be participating in the programme:
- University of Applied Sciences Bonn-Rhein-Sieg, Analysis and Design of Social Protection Systems
- University of Duisburg-Essen, Master Development and Governance
- Erfurt School of Public Policy, Master of Public Policy (MPP)
- University of Magdeburg, Peace and Conflict Studies
- Osnabrück University of Applied Sciences, Master of Management in Nonprofit Organisations
- University of Passau, Development Studies
- University of Passau, Master of Governance and Public Policy
- University of Potsdam, Master of Public Management (MPM)
Eligibility
The scholarship scheme is open to candidates from Africa and Sub-Saharan Africa; Latin America; Asia and the Pacific, Western, Central, South-Eastern Europe; Eastern Europe, Central Asia & South Caucasus; and the Middle East and North Africa.

Other criteria for selection include the following:
• Higher education degree obtained with above-average results (top third of graduates)
• Language certificates (requirements vary depending on the respective course of study)
• Political and/or social involvement (see above ‘Target group’) is considered an advantage
• Evidence of internships and/or professional experience is also taken into account positively
• A conclusive account of the applicant’s academic and personal motivation for the study endeavor in Germany and for choosing and prioritizing the courses of study
• An account of the applicant’s perspectives upon returning to their home country or region
Requirements
Listed below are the necessary documents an applicant has to hand in:
- A DAAD application form completed electronically but signed by hand
- A single letter of motivation for both higher education institutions
- A gap-free templated curriculum vitae.
- Copies of your higher education degree certificates
- Copy of your transcript of records
- Working time certificates for any listed internships, volunteer work, and work experience
- Recent language certificates (for German and/or English)
- A recently written letter of reference, preferably from the current employer or from a university lecturer, bearing a signature, letterhead, and stamp
To submit your applications, make sure that you submit directly to the respective listed university of your choice, and not to DAAD. You must indicate that you are applying for the DAAD Helmut-Schmidt Programme (Masters Scholarships for Public Policy and Good Governance).
