Accredited non-State actors are required to provide a report on their participation in Regional Committee sessions every two years, as well as a brief update on other actions they have undertaken in the context of their engagement with WHO. In addition, the Regional Director will inform the Regional Committee on information received from accredited non-state actors.





About the World Health Organization

The Regional Committee for Africa adopted a protocol for accreditation of regional non-State actors who are not in official relations with WHO to attend sessions of the WHO Regional Committee for Africa at its seventy-first session.

In accordance with the WHO Framework of Engagement with Non-State Actors, the WHO Regional Committee for Africa may provide accreditation to regional nongovernmental organizations, international business groups, and philanthropic foundations (FENSA).

All recognized non-State actors will be permitted to attend Regional Committee sessions on invitation and without the right to vote, as well as offer written and/or oral statements.

This accreditation process is for non-state actors who do not have official WHO links. Non-State actors with official ties to the WHO can be invited to attend meetings of the Regional Committee for Africa without having to go through the accreditation process.

Accreditation is valid for two years.

Eligibility for Africans

To be eligible to apply for accreditation, a non-State actor shall meet the following criteria:

  • (a) Its aims and purposes shall be consistent with the WHO Constitution and in conformity with the policies of the Organization.
  • (b) It shall be actively engaged with the WHO Regional Office for Africa.
  • (c) It shall operate at regional or subregional level.
  • (d) It shall be non-profit in nature and in its activities and advocacy.
  • (e) It shall have an established structure, a constitutive act and accountability mechanisms.

Please note that the opportunity is extended to all African countries.

Selection Criteria

All applications will be reviewed for eligibility by the Regional Office, and those that meet the requirements will be forwarded to the Program Subcommittee (PSC). At its meeting in June 2022, the Program Subcommittee will select which non-State actors will be accredited.

The list of approved non-State actors will be included in the Chairperson of the Program Subcommittee’s Statement, which will be adopted by the Regional Committee at its meeting in August 2022.

The Regional Office will send the Regional Committee’s acceptance or rejection decision to all non-State actors concerned in electronic form no later than one month after the Regional Committee’s decision.

The list of accredited non-State actors will be made public by the Regional Office and published on the Regional Committee webpage.

Non-State actors who wish to be accredited should send their completed application form to the Regional Office’s External Relations, Partnerships, and Governing Bodies Unit (EPG) at the following e-mail address: [email protected]. The application template requires information on the non-State actor who is submitting the application, including:

(a) name;

(b) goals;

(c) legal status;

(d) governance structure;

(e) composition of primary decision-making bodies;

(f) assets;

(g) annual income and funding sources;

(h) main relevant affiliations and website URL;

(i) summary of WHO engagements
